Item 1(a) – Visibility Splays
In response to Item 1(a), the proposed entrance arrangement has been revised as shown on
Drawing PON423-SL(P)510-FI – Proposed Site Layout – Further Information.
The revised layout provides 65m visibility splays in both directions to the nearside road edge,
measured from a 2.4m setback at the proposed relocated vehicular entrance. The drawing
identifies the works required to achieve these visibility splays, includi ng removal of roadside
vegetation, relocation/replacement of boundary treatments, localised grading of ground and
relocation of existing roadside obstructions.
The proposed relocation of the existing road sign will be subject to agreement with Monaghan
County Council, with the final arrangement to be agreed prior to commencement of the relevant
works. Similarly, relocation of the existing ESB pole will be subject to agreement with ESB
Networks, with the detailed relocation arrangements to be progressed following grant of planning
permission and agreed prior to commencement.
Where visibility improvement works extend onto adjoining privately owned lands, Letters of
Consent have been obtained from the affected landowners confirming agreement in principle to
the proposed works. Any necessary formal legal agreements associated with these works will be
completed following grant of planning permission and prior to commencement of development.

1(b), Letters of Consent
In response to Item 1(b), Letters of Consent have been obtained from both adjoining property
owners affected by the proposed visibility improvement works.
The signed consents confirm the landowners' agreement to the works required on their respective
lands to facilitate the proposed 65m visibility splays, including the removal of existing hedgerows
and boundary treatments, relocation/replacement of fencing, localised grading and associated
reinstatement works.
The extent and nature of the proposed works are clearly identified on the updated Drawing
PON423-SL(P)510-FI – Proposed Site Layout – Further Information, which is submitted with this
response.
Any formal legal agreements required in respect of the adjoining lands will be completed
following grant of planning permission and prior to commencement of the relevant works.

Item 2 – Environmental Information
In response to Item 2 of the Further Information Request, the Applicant has provided the
additional environmental, drainage and servicing information requested by the Planning
Authority.
2(a) – Water Protection Plan
A completed Water Protection Plan Checklist is submitted with this Further Information response
in accordance with the Planning Authority's request.
2(b) – Drainage and Car Parking
Revised drainage information and drawings prepared by McArdle Doyle Chartered Engineers are
submitted.
The submitted information identifies the existing and proposed storm water and foul drainage
arrangements and provides the additional information requested in respect of the proposed car
parking area, including the management of surface water runoff, proposed interceptor
arrangements and associated drainage infrastructure.
The surface water drainage proposals are supported by the submitted Soil Infiltration Report and
associated soakaway design information. The infiltration testing records the site-specific
infiltration rates used to inform the drainage design.
2(c) – Construction and Environmental Management Plan
A Construction Environmental Management Plan (CEMP) prepared by Traynor Environmental Ltd.
is submitted with this response.
The CEMP has been prepared specifically for the proposed development and incorporates a

The matter is being actively progressed and the Applicant respectfully requests that, should the
Planning Authority be minded to grant permission, final confirmation and agreement with Uisce
Éireann be addressed by way of an appropriate planning condition, to be satisfied prior to

Item 3 – Operational Details
In response to Item 3, an Operational Statement has been prepared based on information
provided by HSE Cavan Monaghan Disability Services and is submitted with this Further
Information response.
The Operational Statement provides the requested clarification regarding the proposed operation
of the community-based residential respite facility, including:
• 24-hour operation, seven days per week;
• accommodation for approximately 5 no. service users at any one time;
• anticipated staffing levels of approximately 3–4 staff during daytime hours and 2 staff
during nighttime hours;
• principal staff shift changes at approximately 8:00am and 8:00pm;
• service-user arrival and departure arrangements, principally between approximately
12:00pm and 3:00pm;
• controlled and pre-arranged visitor access;
• the short-term residential respite nature of the accommodation; and
• clarification of the function of the staff offices and multi-purpose room.
The Operational Statement confirms that the proposed development will operate as a small-
scale, short-term residential respite facility, with the internal office and multi -purpose spaces
being ancillary to the operation of the facility and not accommodatin g separate public,
commercial or community uses.

• Operational Statement – Proposed Community-Based Residential Respite Facility

Item 4 – Car Parking Provision
In response to Item 4, the proposed provision of 9 no. on-site car parking spaces has been
reviewed having regard to Section 15.24 ‘Car Parking Standards’, Policy CP 1 and Table 15.5 ‘Car
Parking Standards’ of the Monaghan County Development Plan 2025–2031, together with the
specific operational characteristics of the proposed community-based residential respite facility.
Table 15.5 does not provide a specific parking category for a community-based residential respite
facility of the nature proposed. The closest comparable category is considered to be sheltered
accommodation for elderly/disabled persons. However, given the particular operational
characteristics of the proposed facility, including the level of staff support required, it is
considered appropriate that the parking provision is assessed having regard to the actual
operational requirements of the development.
As detailed in the accompanying Operational Statement, the facility will accommodate
approximately 5 no. service users, with approximately 3–4 staff members during daytime
operation and 2 staff members during nighttime operation. Staff shift changes are an ticipated at
approximately 8:00am and 8:00pm, while service-user arrivals and departures will generally
occur between approximately 12:00pm and 3:00pm. Visitor access will be limited, pre -arranged
and managed by the HSE.
The proposed 9 no. on-site car parking spaces provide sufficient capacity to accommodate
normal staff parking requirements, short periods of staff overlap during shift changes, service -
user drop-off and collection, occasional pre-arranged visitors and limited additional operational
demand.
Having regard to the scale and nature of the proposed respite service, anticipated staffing levels,
limited number of service users, controlled visitor arrangements and the parking standards
contained within the Monaghan County Development Plan 2025–2031, it is considered that the
proposed provision of 9 no. on-site car parking spaces is appropriate and adequate to serve the
normal operational requirements of the development.
