Section 2.13.1 ‘Category 1 - Rural Areas Under Strong Urban Influence’ of the Monaghan County Development Plan 2025-2031 states that all single dwelling planning applications in Rural Areas under Strong Urban influence must comply with one of the criteria outlined in Policy RSP7 and should be accompanied by a completed Rural Housing Application Form. It is noted that the application site is situated within Castleblayney ‘Rural Area Under Strong Urban Influence’ and the applicant has failed to submit a Rural Housing Application Form, or any accompanying evidence to demonstrate compliance with at least one of the criteria outlined in Policy RSP7. The applicant is therefore requested to refer to Section 2.13.1 and Appendix 14 of the County Development Plan 2025-2031 and submit compliant details and/or documentation. 2. Proposals for one-off dwellings in rural areas are required to comply with Section 15.9.2 ‘Site Selection and Design Guidelines’ and Table 15.3. ‘Guidelines for Siting and Designing a Rural House in the Vernacular Style’ of the Monaghan County Development Plan 2025-2031. In particular, table 15.3 stipulates that ‘picture/feature windows shall be located on elevations not visible from the public domain’. In this regard, the Planning Authority has concerns with the proposed first-floor feature window serving the landing area on the front elevation. The applicant is therefore requested to submit amended elevational details demonstrating a more appropriate window arrangement in accordance with the aforementioned Section 15.9.2 and Table 15.3.
