ADDITIONAL INFORMATION
1. Planning Authority notes that the proposed description of development indicates that the
existing building that is subject of the application was previously used as a creche, however
the Planning Authority has no records of any previous planning permissions for a creche use at
this site. The last known authorised use of the subject building was as a gymnasium (please
see planning references 02/40020 and 01/40992). As such, the proposed description is
considered to be misleading. In the interests of clarity, the applicant is requested to provide
the following details/documentation, in accordance with Article 35 of the Planning and
Development Regulations 2001 (as amended):
a) Revise the development description to include reference to the previous authorised
use of the building i.e. as a gymnasium
b) Revise the site notice indicating ‘Significant Further Information/Revised Plans’, as
appropriate and erect a revised site notice on site.
c) Publish a revised press notice indicating ‘Significant Further Information/Revised
Plans’, as appropriate and include the revised development description.
d) Submit a copy of the revised site notice and revised press notice to the Planning
Authority.
2. Section 15.24 ‘Car Parking Standards’ of the Monaghan County Development Plan 2025-2031
stipulates that all development proposals are required to provide within the site, suitable
provision for servicing, parking and manoeuvring of vehicles associated with the proposal.
Having regard to Table 15.5 ‘Car Parking Standards’ of the Monaghan County Development
Plan 2025-2031, it is calculated that the proposed use as a funeral home will generate a
demand for 7 No. car parking spaces. It is noted that no car parking details have been
provided with the application. The applicant is therefore requested to provide a revised site
layout plan (1:500 scale) clearly demonstrating how adequate parking provision is catered for
within the application site in accordance with aforementioned Section 15.24 ‘Car Parking
Standards’ and Table 15.5 ‘Car Parking Standards’. The applicant should note that a reduction
in the car parking standards set out in Table 15.5 may be permitted where the developer
cannot provide the required car parking spaces and, a financial contribution in lieu of the
provision of car parking is being provided by the developer.
3. a) In the interests of environmental protection, the applicant is requested to provide a
revised site layout plan (scale 1:500) clearly showing the following;
(i) the storm water drainage system (in blue)
(ii) the storm water outfalls
(iii) foul drainage (in red)
(iv) any proposed oil/petrol interceptors and the location of outfall and drainage
area
(v) SUDS facilities/soft engineering should be considered for outfall locations of
any watercourses within the vicinity of the site
b) A Confirmation of Feasibility letter from Uisce Éireann confirming that Castleblayney
Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading
arising from the proposed development.
c) A fully completed Water Protection Plan Checklist.
4. It is unclear from the details provided, as to the future intended use of the remaining,
adjoining rooms within the existing building that are not subject of this proposal i.e. the
existing store area, changing areas and steam room area. Furthermore, it is unclear as to how
the continued use of these rooms will suitably complement the proposed use as a funeral
home within the same building. The applicant is therefore requested to provide additional
information which clarifies how existing and proposed uses within the same building can
suitably co-exist.
5. Proposals for new shopfronts and new shopfront signage are required to demonstrate
compliance with Section 15.4 ‘Shopfronts’ of the Monaghan County Development Plan 2025-
2031 which notes how. Notwithstanding the documentation provided, it is considered that
insufficient details have been provided with regard to the shopfront/shopfront signage
proposed to the front of the building. In order to fully demonstrate compliance with
aforementioned Section 15.4 ‘Shopfronts’, and the associated relevant criteria listed under
this section, the applicant is requested to submit specific details of the proposed shopfront
and signage for further assessment and consideration. The submitted documentation should
include scaled dimensional drawings of the proposed shopfront and shopfront signage, and
details of materials used, colouring, lighting and types of lettering.
