Yours faithfully, __________________________ ADMINISTRATIVE OFFICER 26/60292 Steven Acheson Coolcollid, Glaslough, Co. Monaghan ADDITIONAL INFORMATION 1. The Office of Public Work Preliminary Flood Risk Maps indicate that part of the application site is at risk from pluvial flooding. Section 15.22.8 ‘Flood Zones and Appropriate Uses’ of the Monaghan County Development Plan 2025-2031 states that ‘All development proposals in flood risk areas should be supported with a site-specific Flood Risk Assessment (FRA), in accordance with the DECLG The Planning System and Flood Risk Management Guidelines for Planning Authorities (2009) and Departmental Circular PL2/2014’. The applicant is therefore requested to submit a site-specific flood risk assessment, completed by a professionally qualified, independent and competent person, which assesses the flood risk potential on site. The flood risk assessment should confirm that the proposal; • Will not result in a loss/reduction of pluvial flood water storage capacity on site; • Will not result in flood water (either pluvial or fluvial) displacement off site or exacerbate flooding in the immediate vicinity or wider area; • Will not obstruct or impede important flow paths; • Will not result in residual risks to the area and/or development that cannot be managed to an acceptable level. 2. In the interests of environmental protection, and having particular regard to the site’s proximity to Killybooley Lough/wetland area and the adjoining watercourse, the applicant is requested to provide the following information; (a) full details of the proposed storage capacity for wash waters generated on site, including tank dimensions, storage volumes and exact locations of storage facilities. The submitted details shall be sufficient to demonstrate compliance with the European Union (Good Agricultural Practice for the Protection of Waters) Regulations, 2025. (b) a (revised) drainage site layout plan (1:500) clearly showing the following: (i) buffers of at least 10 metres to be maintained from all wetland areas and watercourses. (ii) all storm water drainage systems (outlined in blue). (iii) all associated surface/ storm discharge points and outfalls. (iv) the directional flow of all surface water pipelines. (v) the location of all proposed silt traps. (vi) the location of all proposed nature-based stormwater management measures. (c) Revised surface water management proposals to include full details and specifications of the silt traps and nature-based solutions for storm water management. Submitted details shall demonstrate how stormwater run-off will be treated and attenuated prior to discharge from the site in order to provide maximum protection to the receiving waters. 3. Policy LCP 1 and Section 15.22.4 ‘Landscaping and Boundary Treatment’ of the Monaghan County Development Plan 2025-2031 stipulates that all development proposals should be accompanied by a landscaping plan commensurate to the scale of development proposed. Where hedgerows are to be removed to facilitate a development, this must be clearly identified on the application drawings and a satisfactory, detailed replanting proposal submitted. In this regard, it is noted that a portion of existing hedgerow and mature trees are to be removed to facilitate the development, however this has not been clearly shown on the submitted landscaping layout plan. In addition, it is unclear from the submitted landscaping plan, and associated landscaping legend, as to which type/species of trees/hedgerow are to be planted along newly defined boundaries. The applicant is therefore requested to providea revised landscaping/layout drawing clearly detailing same. 4. In the interests of clarity and appropriate design, the applicant is requested to submit the following; (i) a revised site layout drawing, clearly indicating existing ground levels and proposed ground levels throughout the site, including in particular to the rear of the site, where additional cutting-in is required, and also along the proposed new access laneway. (ii) elevational details of entrance gates, pillars, fencing etc. 5. The Planning Authority notes that the submitted site layout drawing makes reference to ‘existing entrance to be retained’, however this element of the proposal is not included within the development description. The applicant is therefore requested to submit the following, in accordance with Article 35 of the Planning and Development Regulations 2001 (as amended): (i) a revised site notice indicating ‘Significant Further Information/Revised Plans’, as appropriate with a revised development description to include reference to the retention of the existing entrance. (ii) erect revised site notice on site. (iii) publish a revised press notice indicating ‘Significant Further Information/Revised Plans’, as appropriate and include the revised development description as set out above. (iv) submit a copy of the revised site notice and revised press notice to the Planning Authority. Note: The applicant is invited to liaise with the Monaghan County Council Planning Section and Environment Section prior to preparing the documentation requested above.
