Ref: 26/60018: Response to Further Information Request for the proposed Development of a Renewable Biogas Plant at the site in the townlands of Maghernakelly & Drumcall, Drum, Co. Monaghan A Chara, We, McCutcheon Halley Chartered Planning Consultants (“MHP”), act on behalf of Stream BioEnergy Ireland Limited (the “Applicant”) in respect of the above planning application for a Renewable Biogas Plant and associated works at Maghernakelly, Drumcall and Drumgole, Co. Monaghan. We refer to Monaghan County Council’s Request for Further Information dated 24 th of March 2026 and are pleased to submit the Applicant’s comprehensive response, together with the revised Environmental Impact Assessment Report (EIAR), updated Appropriate Assessment Screening Report and associated drawings, reports and technical documentation. As originally submitted, the planning application also included the reprofiling of an approximately 2.6- hectare agricultural field east of the R189 in the townland of Drumgole, referred to as the Soil Relocation Area (SRA), using surplus soil and stone arising from construction of the Renewable Biogas Plant. Following receipt of the Further Information request, the Applicant undertook a detailed review of the proposal and the matters raised by the Planning Authority. The Applicant subsequently elected to remove the Soil Relocation Area from the Proposed Development. The SRA was an ancillary element of the original proposal and is not required for the operation or functioning of the Renewable Biogas Plant. Suitable excavated soil and stone will continue to be reused within the Renewable Biogas Plant site where appropriate, with the remaining surplus material removed off site by appropriately authorised contractors for suitable reuse, recovery or disposal at an authorised receiving facility or facilities. The Proposed Development is consequently confined to the Renewable Biogas Plant, associated site infrastructure and access and road improvement works. This submission therefore represents a comprehensively reassessed and narrower proposal arising from a structured Further Information process and direct engagement with Monaghan County Council. The main Renewable Biogas Plant remains the development for wh ich planning permission is sought; the ancillary Soil Relocation Area has been removed; the significant technical issues raised through the Further Information process have been investigated in detail; and the environmental assessment and supporting application documentation have been comprehensively reviewed and brought into alignment with the revised proposal.
