ADDITIONAL INFORMATION
1. It is noted the application site is partly on that of previously approved permission 05/40011 and
contradicts the provisions of this permission / conditions of this permission. There are also inter-
relationships and dependencies between the application site and the adjoining lands. The applicant
is therefore requested to amend the red line application area to encompass the whole landholding
and apply for permission accordingly for all associated works and changes to previous planning
permission(s).
2. Related to point 1 above, the applicant is required to submit a schedule of compliance with
conditions attached to grant of permission ref. No. 05/40011 including but not limited to those
summarised below:
▪ condition 2 (no signs, flags logos to be displayed without prior permission)
▪ condition 3 (number scheme and associated estate name signage to be agreed)
▪ condition 4 (road, footpaths, public lighting and services to be completed prior to occupation).
▪ condition 5 (car parking to be provided and laid out in accordance with plans)
▪ condition 6 (development contribution to be paid prior to commencement)
▪ condition 11 (development contribution to be paid prior to commencement)
▪ condition 12 (measures to prevent risk of flooding)
▪ condition 13 (omission of fencing along north eastern and south eastern boundaries)
▪ condition 14 (submit revised site layout prior to commencement)
▪ condition 15 (development to be carried out in accordance with approved plans)
3. It is noted the existing entrance does not seem to have the benefit of planning permission.
Accordingly retention permission should be sought for this and the development description revised
accordingly.
4. Policy LCP1 of the Plan requires that proposals for landscaping comply with Section 15.22.4 of the
Monaghan County Development Plan 2025-2031. Submitted landscaping details are considered
insufficient. In this regard, the applicant shall submit a Landscaping Plan having regard to Section
15.22.4 of the Development Plan.
5. Additional lighting details are required for the junction onto the public road.
a) Submit a Lighting Design Report for the development showing the entrance and roadway
connecting it to the existing public road taking into account; the conflict area lighting
requirements at the entrance with the public road, the footpath lighting requirements, and the
existing street lighting in place.
b) Include individual grid lighting report(s) for the area adjacent the existing road. The Lighting
Design Report shall be carried out by a competent, qualified Lighting Designer. The applicant
should liaise with Monaghan County Council’s Public Lighting Officer regarding the specification
of the existing street lighting in place.
6. The following environmental information shall be provided:
a) Submit a fully completed Water Protection Plan checklist.
b) Submit Confirmation of Feasibility from Uisce Éireann confirming that Castleblayney
Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading arising
from the proposed development.
c) Submit a Construction and Environmental Management Plan (CEMP) for agreement. This plan
shall be sufficient to demonstrate that adequate measures will be in place for the construction
phase to ensure there is no discharge of polluting matter/sediment laden waters to any waters.
The Construction and Environmental Management Plan shall take account of best practice and
the guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection of Fisheries
during Construction Works in and Adjacent to Waters 2016” and shall include the identification
of potential pathways to the groundwater aquifer and the Clarebane River. The CEMP shall be
prepared by a suitably qualified person and shall include the location details of the monitoring
points where daily visual checks and weekly surface water monitoring (physical& chemical
parameters) shall be carried out.
d) Submit proposals for the use of Nature-based Solutions (NbS) for the management of
surface/storm water arising from the proposed development in line with the Monaghan County
Development Plan 2025 – 2031 and the Department of Housing, Local Government and Heritage
strategy. The proposals shall utilise the ‘Implementation of Urban Nature-based
e) Solutions Guidance Document for Planners, Developers, and Developer Agents’, January 2025.
Submit a revised site layout plan, scale 1:500, demonstrating the following:
▪ All surface/storm water drainage systems (outlined in blue).
▪ The directional flow of all surface water pipelines.
▪ All associated discharge points and outfalls.
▪ All Nature-based Solutions (NbS) measures.
▪ All foul water drainage systems (outlined in red
7. The following parking concerns are noted:
a) Based on the submitted information, and for the purposes of assessing car-parking, the
proposed use is considered to align with that of ‘Retail Warehouse/Factory Retail Unit’.
Accordingly, Table 15.5 of the Development Plan sets out that parking is required at a rate of 1
space per 30m² of floorspace.
b) Section 15.24 of the Development Plan sets out that EV car parking spaces shall be provided at
a rate of one space in five.
c) Related to further information request points 1 & 2 above, it is unclear if/how the proposed
development affects parking on the adjoining lands on which there are four no. wholesale
warehouse units. It is also noted that a significant number of car parking spaces were proposed
under 05/40011 within this site. Due to the inter-relationships and dependencies between the
application site and the adjoining lands then the application site area should be treated as a
single larger site and include for the provision of adequate parking for the entire site.
The applicant shall provide further information / amended plans addressing the above points.
8. Section 15.22.8 of the Monaghan County Development Plan 2025-2031 states that development
should be restricted and/or limited in areas which are at risk of flooding, unless it can be
demonstrated that the proposed development has addressed the flooding concerns which exist.
Strategic Flood Risk Assessment maps indicate that the site is located directly adjacent to areas
prone to flooding.
In this regard the Applicant shall submit information, which may include a Flood Risk Assessment
for the proposed development, completed by a competent professional with hydrological
experience, confirming that the development:
▪ will not be at risk of flooding
▪ will not exacerbate flooding in the immediate vicinity or wider area.
▪ will not obstruct or impede important flow paths
▪ will not result in residual risks to the area and/or development that cannot be managed to an
acceptable level.
The flood risk assessment shall also clearly demonstrate proposed management of any residual
risks.
9. Applicant should note that the information required above may constitute significant additional
information. In the event of the information being significant, in accordance with Article 35 of the
Planning and Development Regulations (2001) as amended, revised site notices shall be erected on site
and shall be submitted to the Planning Authority along with a revised press notice indicating the
revisions to the application.
