Background
The proposed development is located on a regionally important karsified aquifer in an area of
moderate/high groundwater vulnerability. The development site is located within the Blackwater
[Monaghan]_SC_010 subcatchment, and within the Blackwater (Monaghan)_040 sub-basin which has
been assigned Poor status under the Water Framework Directive status (2019 - 2024) with an objective
of Restore. A Water Protection Plan checklist has not been submitted as part of the application.
The application states that foul water will discharge to the public sewer via an existing connection.
The application states that storm water will discharge to the public storm sewer via an existing
connection. No alterations to the existing foul and storm drainage systems are to be made as part of
this application.
Recommendation
I have no objection to planning subject to the following conditions:
a) Within one month of grant of planning permission, the applicant shall submit a fully
completed Water Protection Plan checklist.
b) Facilities shall be provided for the collection and segregation of recyclable waste. All waste
shall be collected for recycling/reuse whenever feasible or otherwise disposed of in
accordance with the Waste Management Act 1996 as amended.
c) The applicant shall ensure completely separate foul and surface water drainage systems are
in place.
d) Monaghan County Council and Inland Fisheries Ireland shall be informed immediately of an
accidental spillage of sediment laden waters, fuel, machine oil or any polluting discharge
which may threaten the quality of any watercourse or groundwater body.
e) Any fuels, oils, greases, hazardous liquid wastes, and hydraulic fluids within the site area shall
be stored on site, away from any watercourses in a bunded, leak-proof, and lockable storage
area. Note that bunds are to be designed to contain 110% of the capacity of the largest storage
container located within the bund. There shall be no overflow drain facility from any bunds
on site and all filling and off-take points shall be located within a bund.
f) Material storage, fuel handling, and other yard activities shall be managed in a manner which
prevents the discharge of polluting matter to ground or surface water.
