August 2026 1.0 Introduction. 1.1 TPS M Moran & Associates as specialist traffic consultants have been retained by Kevin O’Neill Project Architect, on behalf of Eimeer & Wayne Casserly to undertake a technical traffic report relating to the provision of vehicular access arrangements, and visibility sightlines to serve a proposed residential dwelling on lands at Coolmuckbane, Monaghan, County Monaghan. 1.2 This planning application is currently being assessed by Monaghan County Council under Planning Reference 26/60030. 1.3 A Further Information request was issued by the Local Authority on the 27th of March 2026 in relation to this application. Item 3 within the Further Information request is traffic related stating: 3. The Planning Authority notes that the applicant seeks to create a new access onto the Local Primary Road to serve the proposed development. The site layout plan indicates visibility splays of 120m in both directions from the proposed entrance. The applicant is requested to submit: a) A revised site layout plan (1:500 scale) indicating how a clear and unobstructed visibility splay of 70 metre can be achieved at the proposed entry/exit points onto the Local Primary Road. The required visibility splays should be provided from a point in the centre of the entrances, 2.4 metres from the road edge at a height of 1.05 metre to 2.0 metres above ground level to an object height of 0.26 metres to 2.0 metres above ground level in both directions. Sight distances to be measures to the nearest road edge in both directions. The submitted revised site layout plan should demonstrate all necessary site work, including the extent of the front boundary hedge and trees which would be required to be removed/trimmed, re-grading of side banks etc to achieve the required sight distances. b) Where the sight distances are not achievable within the applicant’s ownership, the applicant should submit legal agreements with adjoining landowners giving their consent for all necessary works to facilitate the required 70m sight distances, inclu ding removal/trimming of hedgerow/hedges, re-grading of side banks etc. The Legal Agreement and accompanying Maps shall be signed by the landowner, the applicant and witnessed by a Solicitor in accordance with exact wording of Appendix 13 of Monaghan County Development Plan 2025-2031. 1.4 Prior to commenting on this Further Information request, we consider it worthwhile to outline the operation of the existing road links in the vicinity of the application site and the likely extent of trip generation associated with the proposed residential dwelling. 2.0 Existing Roads and Traffic Situation. 2.1 In the vicinity of the application site the road network is made up of a series of Regional and Local Roads within the Monaghan County Council administration area. The L1402 which fronts the applications site functions as a 60kph Local Road within Monaghan County Council’s road hierarchy. 2.2 On the 7th of February 2025 the Department of Transport reduced the speed limit on rural and local roads from 80km/h to 60km/h. Rural, local roads primarily serve local traffic and connect our rural communities. These roads are designated with an ‘L’ followed by a number, or do not have a number. 2.3 The ‘rural speed limit sign’, which is used as an alternative to numeric speed limit signs on specific single lane rural roads, will now mean that a maximum 60km/h limit is in force. This initiative aims to reduce road fatalities and serious injuries by influencing driving behaviours and improving road safety. 2.4 Where the 60kph speed limit sign is not in place the following road sign shown within Figure 1.0 below also operates within these Local Roads. RECEIVED: 08/09/2026 Proposed Residential Dwelling at Coolmuckbane, Monaghan, 126-A20/MJM/05 County Monaghan. August 2026 Rural Speed Limit Sign. Figure 1.0 2.5 Local Routes are classified as part of the Public Road network and constitute roads with extremely low traffic volumes, including cul-de-sac roads. These roads are numbered within the range of L90000 - L99999, generally with five digits. Sometimes the prefix LT is used to denote a Local Tertiary Road. 2.6 It should be noted that these Local Roads have no technical road design standing and were not designed to any modern road design standard(s). 2.7 It should also be noted that these roads have developed from the historic Irish roads system. The roads and similar regional roads are maintained nationally and improved to enhance their sinuous alignment by the local authorities mainly between the adjacent land boundaries. 2.8 Nationally, motorists, cyclists and pedestrians using these roads are aware of the inconsistencies within the alignment of these roads and in the case of motorists, constantly adjust their speed to reflect the character of the road layout. We would also suggest that the majority of road users routing along L1402 are local to this route corridor and are well aware of the character of this road. 2.9 Along the length of this section of the L1402 vehicular access is provided to individual residential properties, farm holdings, and agricultural farmlands with all of these access points taking the form of simple gated access points or simple priority gated type ‘T’ junction arrangements. 2.10 The existing lands which form part of this new planning application are accessed from the L1402 by means of an agricultural gated access. 2.11 Thus, it can be considered that the principle of direct vehicular access with associated vehicle trips to serve land use development along the length of this section of the L1402 is well established with motorists using this route expecting traffic turning movements into and out of existing road junctions or established access points. 2.12 In the vicinity of the application site the L1402 has an average carriageway width of 4.50metres with broken centre line road markings. Grass verges of varying widths are located along the length of this carriageway. High banked dry-stone walls or hedgerows treed or fenced site boundaries are also located along both sides of this two-way carriageway. 2.13 The alignment of L1402 in this area can be considered as being almost straight in the horizontal plane approaching the application site from the west, past, and to the east of the site. In the vertical plane the L1402 is relatively flat approaching and past the site through this section of the L1402. 3.0 Proposed Residential Dwelling Development Trip Generation. 3.1 In order to assess the likely traffic associated with the proposed single residential dwelling development, we reviewed the TRICS 2026(a) trip rate database (Trip Rate Information Computer System). 3.2 TRICS 2026(a) is a database that uses survey information to estimate traffic generation for planning purposes. The database consists of over 8,500 traffic surveys, which therefore , yields empirical rather than theoretical trip rate generation figures. RECEIVED: 08/09/2026 Proposed Residential Dwelling at Coolmuckbane, Monaghan, 126-A20/MJM/05 County Monaghan. August 2026 3.3 The TRICS 2026(a) land use database is accepted by Local Authorities, Regional Authorities and An Coimisium Pleanala as an appropriate traffic modelling tool to determine land use trip attraction or trip generation rates. 3.4 The projected extent of daily and peak hour trips associated with the single residential dwelling is shown within Table 1.0 below: Projected Daily Trip Generation. Table 1.0 3.5 The extent of projected trips associated with the proposed single residential dwelling during the typical AM peak hour, and PM peak hour also be derived from the above TRICS 2026(a) database and is summarised within Table 2.0 below: Time Period Inbound Trips Outbound Trips Total 0800hrs – 0900hrs 1 1 2 1700hrs – 1800hrs 1 1 2 AM and PM Peak Hour Trip Generation. Table 2.0 4.0 Proposed Site Access from the L1402. 4.1 It is proposed to access the residential application site from L1402 by means of a new vehicular site access which forms a recessed gated priority T junction arrangement from this road. 4.2 From a traffic engineering view point this access would be similar to the plethora of existing permitted access points granted planning permission to serve similar residential land uses in this area. 4.3 As previously mentioned, it is proposed to access the residential application site from L1402 by means of a simple priority gated site access leading to a driveway within the site of 2.5metres to 3.0metes in width. 4.4 The make up of the construction materials within this driveway could include the following:  a geotextile fabric or similar permeable fabric,  300mm minimum thickness of hardcore,  150mm thickness of Clause 804 sub-base material. 4.5 We respectfully suggest that if Monaghan County Council are minded to grant planning permission for this new residential dwelling, this specification or an alternative make up for the site access build up, could be conditioned. This build up to be agreed with the Local Authority. RECEIVED: 08/09/2026 Proposed Residential Dwelling at Coolmuckbane, Monaghan, 126-A20/MJM/05 County Monaghan. August 2026 5.0 Response to Item 3 of the Further Information. 3. The Planning Authority notes that the applicant seeks to create a new access onto the Local Primary Road to serve the proposed development. The site layout plan indicates visibility splays of 120m in both directions from the proposed entrance. The applicant is requested to submit: c) A revised site layout plan (1:500 scale) indicating how a clear and unobstructed visibility splay of 70 metre can be achieved at the proposed entry/exit points onto the Local Primary Road. The submitted revised site layout plan should demonstrate all necessary site work, including the extent of the front boundary hedge and trees which would be required to be removed/trimmed, re-grading of side banks etc to achieve the required sight distances. d) Where the sight distances are not achievable within the applicant’s ownership, the applicant should submit legal agreements with adjoining landowners giving their consent for all necessary works to facilitate the required 70m sight distances, including removal/trimming of hedgerow/hedges, re-grading of side banks etc. The Legal Agreement and accompanying Maps shall be signed by the landowner, the applicant and witnessed by a Solicitor in accordance with exact wording of Appendix 13 of Monaghan County Development Plan 2025-2031. 5.1 In order to provide the Local Authority with the most up to date alignment of the L1402, in the vicinity of the application site, we have commissioned a topographical survey to accurately plot this road character in both the vertical and horizontal plane. 5.2 Based on this topographical survey it is now proposed to locate the site access to serve the application site, towards the west of the application site. 5.3 Relocating, this site access to the west enables the provision of 2.4metre by 70.0metres or greater visibility sightlines to be provided into the leading and non-leading traffic directions of the L1402. 5.4 The extent of 2.4metre by 90.0metre visibility sightlines within this relocated site access provided into the leading and non-leading traffic directions of the L1402 is shown within Cornahit Design Studio Site Layout Plan Drawing Number 001. 5.5 The provision of these visibility sightlines is within lands under public ownership or the control of the applicant. 5.6 We consider the provision of the above, addresses Item 3 of this Further Information request. issued by Monaghan County Council on the 27th March 2026. RECEIVED: 08/09/2026 Proposed Residential Dwelling at Coolmuckbane, Monaghan, 126-A20/MJM/05 County Monaghan. August 2026 6.0 Conclusions. 6.1 The proposed single dwelling has also been identified as generating very few daily or peak hour trips. 6.2 The proposed site access from the L1402 can be designed to accommodate the proposed dwelling as part of this application, sufficient visibility sightlines into the leading and non-leading traffic directions of the L1402 can be provided to accommodate this dwelling. 6.3 The extent of these visibility sightlines fully complies with the requirements set out within the Local Authority Further Information request in relation to this planning application. 6.4 As such, we respectfully request when Monaghan County Council review this traffic report they can grant planning permission for this residential dwelling at this location.
