The Architectural Heritage Impact Assessment submitted with the application has not provided a sufficient level of detail to allow the planning authority to determine the appropriateness and the impact of the proposed development on the character and integrity of the protected structures. Having regard to the objectives and policies of the Monaghan County Development Plan 2025 – 2031, including inter alia Objective BHO 1, Policy BHP 1, Policy PSP 1 and Section 15.3.1, the Planning Authority is not satisfied that the proposed development would not result in a development that would negatively materially affect the character and integrity of the protected structures and the surrounding area, and therefore the proposed development would be contrary to the development plan, and the proper planning and sustainable development of the area. 2. Having regard to the nature and scale of the proposed development of 2 no. apartments, the substandard nature of the internal accommodation, and deficit in adjoining private amenity space, it is considered that the proposed development would constitute a substandard form of residential amenity for future residents, be contrary to the Planning Design Standards for Apartments Guidelines 2025 and Policy MURP 1 of the Monaghan County Development Plan 2025 – 2031. The proposed development would therefore be contrary to the proper planning and sustainable development of the area.
