ADDITIONAL INFORMATION
1. Planning Authority notes that the proposed development, as described, comprises the extension,
refurbishment and conversion of an existing building. It is not completely clear from the
documentation provided however, as to which elements of the original building are to be retained.
Furthermore, the submitted details appear to indicate that the majority of the original building is to
be demolished in order to facilitate the proposed development. As such, it is considered that the
development description is somewhat misleading. It is suggested that the proposal could be more
accurately described as, for example, the 'demolition of an existing building and replacement with
storey and half dwelling' or, the 'part demolition of an existing building with extension and
refurbishment works and conversion to storey and a half dwelling'.
Additionally, it is also noted that the application site boundaries, as shown in the submitted site
layout plan, appear to differ from site boundaries associated with previous permissions at the site.
Having regard to same, the applicant is requested to provide the following details/documentation;
(a)
(i) A revised development description, in accordance with Article 35 of the Planning and
Development Regulations 2001 (as amended), which accurately portrays the works proposed
i.e. to include 'demolition' or 'part demolition', and, if applicable, include 'retention of site
boundaries'.
(ii) Revise the site notice indicating 'Significant Further Information/Revised Plans', as
appropriate and erect a revised site notice on site.
(iii) Publish a revised press notice indicating 'Significant Further Information/Revised Plans', as
appropriate and include the revised development description.
(iv) Submit a copy of the revised site notice and revised press notice to the Planning Authority,
or;
(v) Where part of the original building is to be retained, the applicant shall provide the following
documentation, notwithstanding the details already provided;
(b)
(i) Revised floor plans/elevational plans/layout plans, which clearly illustrate which parts of the
original building are to be retained as part of the development. The retained and proposed
elements of the development should be clearly distinguishable.
(ii) A detailed structural/condition survey, carried out by a suitably qualified competent
technical professional, which demonstrates that the to -be -retained elements of the original
building are structurally sound and capable of being adapted, refurbished and extended, in
accordance with the details provided.
2. Planning Authority notes that the proposal includes the 'redesign existing exit on to public road',
however, it is unclear from the details provided as to specific works that are proposed at the exit
onto the public road. The following points are also noted;
• the application site red line boundary does not extend to the public road to incorporate
said works/full extent of access route.
• part of the proposed site access from the public road is located on land under separate
ownership,
• the site layout plan indicates site visibility splays of 35 metres although 45 metres are
required, in accordance with DMURS requirements.
• the site layout plan indicates that the centre point has been taken from a location
approximately south of the existing/proposed entrance.
• the required 'x' distance (2.4 metres) has not been clearly shown on the submitted
layout plan.
Having regard to the above, the applicant is requested to provide the following additional
information;
(i) A revised site layout plan indicating how it is proposed to provide clear and
unobstructed visibility splays of 45 metres at the proposed entrance. The visibility splays
shall be measured to the nearside road edge in each direction and shall be provided
from a point in the centre of the entrance 2.4 metres from the road edge, at a height of
1.05 metre to 2.0 metres above ground level to an object height of 0.6 metres to 2.0
metres above ground level in both directions. The area within the visibility splays shall
be cleared to provide a level surface no higher than 250 mm above the level of the
adjoining carriageway.
(ii) Where sight distances are not achievable within site area the applicant should submit
legal agreements with adjoining landowners giving their consent for all necessary works
to facilitate the required sight distances, including removal/trimming of hedgerow, re-
grading of side banks etc. The applicant should note that legal agreements should be
submitted using the Appendix 13 template 'Form of Agreement in respect of forward
and rear visibility' as contained in the Monaghan County Development Plan 2025-2031.
(iii) A revised application site red line boundary incorporating all of the proposed access
route and associated works.
(iv) Written consent from the relevant third -party landowner for the use of part of the
access route.
3. The applicant is requested to provide a concise report which demonstrates how the conditions
associated with planning permission 06/1610 'to alter the existing access and all associated works'
relating to this site, have been satisfactorily complied with.
4. Planning Authority notes that the applicant has indicated that Part V of the Planning and
Development Act 2000 (as amended) does not apply to the proposal, however it has not been
demonstrated how the proposal is exempt from Part V requirements. The applicant is therefore
requested to submit a Section 96 Exemption Declaration, in accordance with Section 97(3) of the
Planning and Development Act 2000 (as amended).
5. The applicant is requested to confirm the proposed external finishes for the proposed dwelling.
6. The applicant is requested to provide a fully completed Water Protection Checklist.
Note: It is recommended that the applicant/agent liaises with Planning Section and the MD Engineer
prior to the preparation and submission of this Further Information.
