ADDITIONAL INFORMATION
1. Criterion (a) of Section 15.9.4 ‘Replacement of Vernacular and Non-Vernacular Buildings and
Dwellings’ of the Monaghan County Development Plan 2015-2031 states that ‘the replacement of
traditional vernacular buildings and dwellings will only be considered where it has been clearly
demonstrated by way of an appropriately detailed structural/condition survey from a suitably
qualified competent technical professional, that the existing building or dwelling is not reasonably
capable of being made structurally sound and adapted to modern standards’. Although referenced
in the submitted documentation, the Planning Authority notes that a condition survey has not
been provided with the application. The applicant is therefore requested to provide a
structural/condition survey in accordance with aforementioned Section 15.9.4 of the Monaghan
County Development Plan 2015-2031
2. Criterion (c) of Section 15.9.3 ‘Restoration of Vernacular Buildings and Dwellings’ of the Monaghan
County Development Plan 2015-2031 states that, ‘where determined necessary by the Planning
Authority, existing access arrangements shall be improved in the interests of road safety’. The
Planning Authority notes that the applicant is seeking to retain/reinstate an existing access onto
the local secondary road (l-6500). Given the substandard nature of the existing access, the
applicant is requested to provide the following details in the interests of road safety;
(a) a revised site layout plan (1:500 scale) demonstrating how the access arrangements can be
improved to provide clear and unobstructed visibility splays of up to 70 metres onto the local
secondary road, in both directions. The proposed visibility splays should be provided from a
point in the centre of the entrance, 2.4 metres from the road edge at a height of 1.05 metre to
2.0 metres above ground level to an object height of 1.05 metres to 2.0 metres above ground
level in both directions. The submitted revised site layout plan should demonstrate all
necessary site work, including the extent of the front boundary hedge and trees which would
be required to be removed/trimmed, re-grading of side banks etc to achieve the required sight
distances.
(b) Where the proposed sight distances include third party lands, the applicant should submit
legal agreements with adjoining landowners giving their consent for all necessary works to
facilitate the proposed sight distances, including removal/trimming of hedgerow/hedges, re-
grading of side banks etc. The Applicant should note that legal agreements should be
submitted using the Appendix 13 template ‘Form of Agreement in respect of forward and rear
visibility’ as contained in the Monaghan County Development Plan 2025-2031.
3. Section 15.9.5 ‘Residential Dwellings and Agricultural Buildings’ of the Monaghan County
Development Plan 2015-2031 of the Monaghan County Development Plan 2015-2031 states that
‘where it is proposed to site a dwelling within 100 metres of an existing agricultural building in the
rural area, the applicant shall submit a written agreement from the owner of the agricultural
building, consenting to the construction of the dwelling. The written agreement must be signed by
both parties and witnessed by a Solicitor or a Peace Commissioner’. The Planning Authority notes
that there appears to be existing agricultural buildings within 100 metres of the proposed
dwelling, located to the northeast. Having regard to same, the applicant is requested to submit
additional/revised documentation to demonstrate how the proposal fully complies with Section
15.9.5 and associated policy DABP 1 of the Monaghan County Development Plan 2025-2031.
4. Policy LCP 1 and Section 15.22.4 of the Monaghan County Development Plan 2025-2031 stipulates
that all development proposals should be accompanied by comprehensive landscaping plan
commensurate to the scale of development being proposed. Notwithstanding the landscaping
details provided, the applicant is requested to provide an amended details which clearly indicate
the extent of vegetation that is to be removed and retained within the application site. Vegetation
to be retained should be clearly annotated.
5. The applicant is requested to provide side elevational drawings of the proposed dwelling i.e.
southeast and northwest facing elevations.
6. In the interests of clarity, the applicant is requested to confirm that both the derelict dwelling and
the derelict farm building are to be demolished to facilitate the development proposed.
Note: It is recommended that the applicant/agent liaises with Planning Section prior to the preparation
and submission of this Further Information.
