The drawing and associated visibility assessment are based on a detailed topographical survey of the existing
road, roadside features and surrounding ground levels. The survey information confirms that the required 49 -
metre visibility splays can be achieved in both directions without alteration to, or reliance upon, property
outside the applicant’s control.
We further confirm that there are no walls, vegetation, level differences or other impediments within the
required visibility envelopes that would prevent the specified sightlines from being achieved and maintained in
either direction.
The areas within the applicant’s control that fall within the required visibility splays will be retained and kept
free from any wall, fence, vegetation, structure or other obstruction exceeding 250 mm above the level of the
adjoining carriageway, except where otherwise permitted by the applicable visibility-envelope requirements.
1(ii) The proposed tactile paving, bell-mouth/corner radii and width of access do not appear to be in
compliance with design standards for domestic/field gate access. Please submit a revised design in accordance
with the County Development Plan, Design Manual for Urban Roads and Streets, TII Publications and other
relevant design standards.*
Response
Following a telephone discussion with Mr Ronan Waterson, Senior Executive Engineer, Roads Section, and
having regard to the limited nature and anticipated use of the proposed entrance, the entrance arrangement has
been revised as shown on Drawing No. 2603-ARC-100 Rev B.
The proposed entrance will serve only the existing residential property and its associated agricultural lands. It
will not provide access to any additional residential development or other intensive use.
On this basis, and in accordance with the matters discussed with Mr Waterson, tactile paving is not required at
the location where the existing public footpath abuts the proposed entrance. The previously indicated tactile
paving has therefore been omitted from the revised drawing.
The existing public footpath will be maintained as a continuous and unobstructed pedestrian route at the
entrance. The interface between the footpath and the proposed entrance will be constructed with appropriate
levels and crossfalls to provide a safe transition for pedestrians and to avoid creating a trip hazard.
The kerb-return radii between the existing N53 carriageway and the proposed entrance have also been reduced
to 6.0 metres on both sides, as shown on Drawing No. 2603-ARC-100 Rev B.
The revised entrance geometry has regard to TII Publication DN-GEO-03060, Geometric Design of Junctions,
Section 5.5.1.1 and Figure 5.9, Direct Access Layout 2 - Access to Dwellings, which indicates:
• A minimum entrance width of 2.5 metres; and
• Circular kerb-return radii of 6.0 metres on both sides of the access.
The proposed entrance width shown on the revised drawing exceeds the minimum width indicated in the TII
dwelling-access detail. The revised 6.0-metre radii provide an appropriate and proportionate entrance
arrangement for the limited number and nature of vehicle movements associated with the existing dwelling and
agricultural lands.
It is also acknowledged that, where this section of the N53 is located within an urban speed -limit zone, the
Design Manual for Urban Roads and Streets is the principal applicable design standard. The reduced 6.0 -metre
kerb radii provide a more compact entrance arrangement consistent with the principles of DMURS while
continuing to accommodate the vehicles anticipated to use the entrance.
The revised entrance arrangement is therefore considered appropriate , having regard to its existing and
proposed use, the applicable design guidance and the matters discussed with the Roads Section.

1(iii) A detailed proposal outlining the measures required to rectify the existing dropped kerb, which is
currently approximately 50 mm higher than the adjacent carriageway level.
Response
Reference should be made to Detail 2 on Drawing No. 2603-ARC-100 Rev B, which provides the proposed
construction detail for the interface between the new entrance and the existing N53 carriageway.
The existing kerb, which is approximately 50 mm above the adjoining public carriageway surface, will be
removed and replaced with a new bevelled-edge kerb. The top of the new kerb will be set 20 mm above the
adjoining carriageway surface, thereby providing an improved transition between the public carriageway and
the proposed entrance.
From the new bevelled-edge kerb, the surface of the proposed entrance will fall inward, away from the public
roadway, at a 5% gradient. This arrangement will prevent surface water from the entrance from discharging
onto the N53 carriageway.
Drawing No. 2603-ARC-100 Rev B also confirms that the proposed works located between the inner edge of
the existing public footpath and the N53 carriageway will only be undertaken following the granting of the
required road-opening licence by Monaghan County Council.
All works within the public road and road margin will be carried out by a suitably licensed contractor and in
accordance with the conditions of the road-opening licence and the requirements of Monaghan County Council.
We trust that the enclosed revised drawing and the responses provided above adequately address the matters
raised in the Request for Further Information and allow the Planning Authority to proceed with its assessment
of the application.
Yours Sincerely
Tony Finn BEng, MPM, CEng, MIEI
