Monaghan. Planning Ref: 25/60414 Dear Darragh Please find herewith the relevant documents in response to requested Further Information dated 04/12/2025 - detailed below. 1. Please submit the following environmental information: a) Submit a Water Protection Plan Checklist. b) Clarification on what buildings on the farmyard are used to house pigs. c) Submit confirmation from a suitably qualified person that the agricultural sheds where pigs are housed are in accordance with the relevant Department of Agriculture, Food & the Marine specifications for pig housing. d) An odour impact assessment to be completed for this development. This shall be prepared by a suitably qualified person and shall take into account the EPA Air guidance Note (AG5). The assessment shall include recommendations for odour abatement where required using the best practicable means for pig housing to limit and, if possible, to prevent an emission in such a quantity, or in such a manner, as to be a nuisance. e) Applicant to confirm there is no other livestock associated with this holding or herd number attached to this farmyard. If th ere is a bovine/other enterprise along with the pig unit a nutrient management plan (farmer full) for the holding is to be submitte d. This NMP assessment should include maps of lands with parcel ID, up to date soil sampling results and current stocking rate for la nds in question. The plan shall be prepared by a suitably qualified agricultural advisor. f) Details of final outlet for the organic fertiliser (pig slurry). If spreadlands are in County Monaghan BPS maps of lands are to be submitted. Maps shall clearly show buffer zones to be maintained. Information submitted shall be sufficient to demonstrate compliance with the European Communities (Good Agricultural Practice for Protection of Waters) Regulations, 2022. g) A revised site drainage plan which clearly shows the following: i. Clean (blue) and soiled (red) water flow paths, ii. The di scharge point(s) of clean waters from the yard, and iii. Location of cattle crush for retention. In response to the above Point 1. A) A Water Protection Plan Checklist is included within the accompanying Environmental Information Report. B) The buildings used to house pigs are identified and detailed within the accompanying Environmental Information Report. REC E I V E D : 1 0 / 0 9 / 2 0 2 6 C) Confirmation regarding compliance of the pig housing with the relevant DAFM specifications is included within the accompanying Environmental Information Report. D) An Odour Impact Assessment, is included within the accompanying Environmental Information Report. E) Confirmation regarding the livestock enterprises associated with the holding and herd number is provided within the accompanying Environmental Information Report. F) Details of the final outlet for the organic fertiliser, are provided within the accompanying Environmental Information Report. G) A revised site drainage plan showing clean and soiled water flow paths, clean water discharge points and the cattle crush retention area is submitted as Drawing No. 002.00 2. The Planning Authority notes that the applicant seeks to use an existing access onto the public road to serve the proposed development. Accordingly it is considered there would be intensification of use of an existing access. The site layout plan s ubmitted is unclear with regards demonstrating adequate access details. In this regard, the applicant is requested to submit: a) A revised site layout plan (1:500 scale) indicating how a clear and unobstructed visibility splay of 70m can be achieved at t he proposed entry/exit point onto the Local Secondary road. The required visibility splays should be provided from a point in th e centre of the entrance, 2.4 metres from the road edge at a height of 1.05 metre to 2.0 metres above ground level. Sight distan ces to be measures to the nearest road edge in both directions. The submitted revised site layout plan should demonstrate all necessary site work, including the extent of any front boundary hedge and trees which would be required to be removed/trimmed, re-grading of side banks etc to achieve the required sight distances. The road edge boundaries should be clearly delineated. b) The area within the visibility splays shall be cleared to provide a level surface no higher than 250mm above the level of the adjoining carriageway and shall be retained and kept clear thereafter. c) Where the sight distances are not achievable within the applicant’s ownership, the applicant should submit legal agreements w ith adjoining landowners giving their consent for all necessary works to facilitate the required 70m sight distances, including removal/trimming of hedgerow/hedges, re-grading of side banks etc. The Applicant should note that legal agreements should be submitted using the Appendix 13 template as contained in the Monaghan County Development Plan 2025 -2031. d) The applicant shall also demonstrate that there is sufficient turning capacity on the site for HGVs in connection with the agricultural operation. HGVs must be able to enter and leave the site in forward gear only. In response to the above Point 2. (a) Please see revised drawing no 001.00 now showing clear and unobstructed visibility splays of 70m from proposed entry/ exit point onto the local secondary road. (b) The visibility splay areas will be cleared, maintained at no more than 250mm above carriageway level and kept free of obstructions thereafter, as shown on Drawing No. 001.00 (c) The required visibility splays are achievable within the applicant’s ownership and therefore no legal agreements with adjoini ng landowners are required, as demonstrated on Drawing No. 001.00 (d) The revised Site Layout Plan (Drawing No. 001.00) demonstrates sufficient turning capacity for HGVs to enter and leave the site in forward gear only. REC E I V E D : 1 0 / 0 9 / 2 0 2 6 3. The Planning Authority have serious concerns with regards to adverse smell impacts to dwellings in the surrounding area. The applicant shall provide information on robust odour mitigation and management measures. In response to the above Point 3. Please refer to odour impact assessment.
