26/60156 - permission to construct 1 No. poultry house and 1 No. Manure store together with all ancillary
structures (to include meal storage bin(s) and soiled water tank(s)) and site works (to include
new/upgraded site entrance) associated with the above development at Aghnaclea, Ballybay,
Co. Monaghan.
Dear Sir/Madam,
I refer to your letter dated 12th June 2026, we now comment as follows
Item 1 - In the interests of environmental protection the applicant is requested to provide the following
information;
(a) clarification on whether or not storm water will discharge to a soak-pit, as stated in Section 1.1 of
the ‘Proposed Development Description’ statement, and if so, demonstrate that the proposed
soak-pit design is suitable for ground conditions and will not present an environmental risk to
water quality.
Response – Storm water will not discharge to a soak-pit.
Site-specific infiltration testing identified relatively slow infiltration characteristics and, having regard to
the proposed runoff volumes, infiltration is not proposed as the principal means of surface -water disposal.
Surface water will instead be collected, appropriately treated and attenuated prior to controlled
discharge to the existing open drain along the southern site boundary. The proposed attenuation system
will provide a minimum storage capacity of 188 m³, with discharge restricted by a Hydro-Brake to the
calculated pre-development greenfield QBar of 12.0 L/s. The drainage calculations do not rely upon
infiltration to ground.

(b) revised proposals for the storm water drainage system to take account of the Department of
Housing, Local Government and Heritage (DHLGH) guidance document on ‘Nature-based
Solutions to the Management of Rainwater and Surface Water Runoff in Urban Areas’.
Response – The proposed surface-water drainage strategy has been developed having regard to SuDS
principles and the DHLGH guidance on nature-based management of rainwater and surface-water
runoff.
Existing permeable and vegetated areas surrounding the development will be retained where
practicable, allowing rainfall to continue to drain naturally at source rather than being unnecessarily
collected within the piped drainage network. This nature-based measure is identified on the revised site
layout. Runoff from the positively drained development areas will be collected, appropriately treated,
attenuated and discharged at a controlled rate.
Full details are provided in the accompanying SuDS Assessment and Surface Water Management
Strategy and revised site-services layout.
(c) clarify the volumes and measurements of all proposed soiled water tanks.
Response – Two underground reinforced-concrete washings/soiled-water storage tanks are proposed:
• Rear of the proposed poultry house: 3,500-gallon tank, approximately 2.85 m internal diameter ×
2.70 m deep.
• Front of the proposed poultry house: 5,000-gallon underground elliptical tank, approximately 5.01
m × 2.73 m internally × 2.57 m deep.
The locations, capacities and dimensions of both tanks are identified on the revised site layout. The tanks
form part of a dedicated soiled-water drainage system maintained separately from the clean surface -
water drainage network.
(d) submit a revised site layout plan demonstrating the following;
i. all proposed surface/storm water drainage systems (outlined in blue).
ii. the directional flow of all surface water pipelines.
iii. proposed nature-based solutions for surface water.
iv. all associated discharge points and outfalls.
v. all proposed effluent / soiled water drainage systems (outlined in red).
vi. all soiled water storage tanks including volumes and dimensions of same.
Response – A revised site-services layout is submitted addressing Items 1(d)(i)–(vi).
The drawing identifies the proposed surface/storm-water drainage system in blue, together with the
direction of flow, proposed nature-based measure, treatment and attenuation infrastructure, flow-
control arrangement and the proposed outfall to the existing open drain along the southern site
boundary.

The separate effluent/soiled-water drainage system is shown in red, together with the locations,
capacities and dimensions of the proposed 3,500-gallon and 5,000-gallon washings tanks.
The nature-based surface-water measure comprises the retention of existing permeable/vegetated
areas where practicable to allow rainfall to continue to drain naturally at source and minimise
unnecessary connection of undeveloped areas to the piped surface-water network. This approach is
also described in the accompanying SuDS Assessment.

revised site-services layout and Appendix F – Surface Water Drainage and Attenuation Calculations.
