A) Submit a revised site layout plan (Scale 1:500). This plan shall clearly mark I. The existing and proposed storm water drainage system (blue) and the location of any manholes and the outfall points and direction of flows. II. The existing and proposed foul wastewater drainage system (red). III. Submit details on the proposed car parking area to include • How surface water arising from the proposed carpark will be managed. • Submit design specification details for petrol Interceptor to demonstrate adequate capacity. • Submit proposed finished i.e. Concrete/Tarmac for car parking spaces. • Include existing and proposed oil/petrol interceptors and the location of outfall and drainage area. The applicant has submitted a revised site layout plan as part of FI. Site layout plan identifies the existing and proposed stormwater and foul drainage networks, associated manholes, attenuation, separators, discharge point and drainage infrastructure. Details have also been provided regarding the management of surface water from the proposed car parking areas, including attenuation systems, swales and Class 1 bypass separators. Car park finish is identified as tarmac. B) Submit a Construction & Environmental Management Plan (CEMP) to Monaghan County Council for consideration. I. A Construction and Demolition Plan and By-Products Management Plan for the proposed development works shall be provided using “Best Practice Guidelines for the preparation of resource & waste management plans for construction and demolition projects” – EPA, 2021. II. An Asbestos survey and removal plan for the proposed development works. I spoke with the agent with regards to 2(b) and 2(c) outlined in the request for further information. The Agent confirmed there will be no significant structural upgrades apart from the removal of the existing door and side windows. An asbestos survey and CDWMP will not be required. C) Submit a site-specific Flood Risk Assessment. Site-Specific Flood Risk Assessment prepared by Coyle Civil & Structural has been received as part of FI. The report identifies potential sources of flooding including fluvial and pluvial flooding and rules out coastal and groundwater flooding. Majority of the site lies within Flood Zone C and that the proposed astro pitch does not interact with mapped flood extents. The submitted Flood Risk Assessment acknowledges that sections of the proposed roadway and car parking area may be subject to flooding during extreme flood events. The only mitigation measure proposed is the installation of warning signage to alert users to the potential flood risk. Report concludes that the proposed development is not expected to create an unacceptable flood risk or worsen flooding in the surrounding area.
