Engineering Services Report - Submission for Planning Proposed development at Inniskeen Grattans Cummann Luthchleas Gael, Kednainsha, Inniskeen, Co. Monaghan. Report DFK/26144 Project No. 26144 Document Ref: Engineering Services Report 26144.doc Revision Purpose / Description Originated Checked Authorised Date 00 Planning EF EF EF 02.09.2026 Doherty Finegan Kelly, Civil & Structural Engineers, Botanic Court, 30-32 Botanic Road, Glasnevin, Dublin 9 REC E I V E D : 2 1 / 0 9 / 2 0 2 6 1.0 Introduction Existing Situation Proposed Development 2.0 Access Roads and Car park General 3.0 Water Supply Potable Water 4.0 Surface Water Proposed Development 5.0 Foul Water Proposed Development Appendix I Surface Water & SuDS Calculations TABLE OF CONTENTS REC E I V E D : 2 1 / 0 9 / 2 0 2 6 The existing site, known as Inniskeen Grattans Cummann Luthchleas Gael, is a well- established GAA Club in Inniskeen, Co. Monaghan with pitch, parking and spectators stand. The proposed development consists of the construction of a new 2-storey club house, an extension to the existing seated stand and all associated site works. Access to the unit will be provided via existing road linking to the existing internal road layout. No new access is required to the public road. The development is adequately served car parking spaces. No new parking is proposed with 2 dedicated Part M spaces at the main entrance. This report will address the proposed infrastructural requirements for the development. It is proposed that the surface water from the proposed site will be dealt with onsite using filter drains before discharging via a flow control devise to the onsite drainage network. It is proposed that the foul water discharge from the site will drain by gravity and tie in with existing onsite wastewater treatment unit and percolation area. No application to Irish Water is required. All work will be carried out to the satisfaction of FCC and will adhere to the requirements of the “Greater Dublin Regional Code of Practice for Drainage Works” (GDRC) and “Recommendations for Site Development Works for Housing Areas”. The design principles adopted will be those of best engineering practice and standards used will be from the most recent applicable publications. In particular, reference is made to the “Greater Dublin Strategic Drainage Study Volume 2 New Developments” (GDSDS). This report should be read in conjunction with the following drawings; which are enclosed with this submission: DRAWING NUMBER DESCRIPTION 26144-1000A Site Location Map 26144-001 Existin Site La out 26144-002 Proposed Site La out 26144-003 Site Draina e La out sheet 1 26144-004 Site Draina e La out sheet 2 26144-010 Terrace Stand Existin Plans, Section & Elevations 26144-011 Terrace Stand Proposed Plans, Section & Elevations 26144-012 Club House Proposed Plans 26144-013 Proposed Elevations 26144-014 Conti uous Elevations Table 1 - Drawing Schedule 1.0 INTRODUCTION REC E I V E D : 2 1 / 0 9 / 2 0 2 6 The proposed development is a new building located within the GAA Complex. No new internal roads are required. No new entrance to the public road is required. 2.0 ACCESS ROADS AND CARPARKS REC E I V E D : 2 1 / 0 9 / 2 0 2 6 The development will be served from the existing on site potable water supply with a supply taken directly from the stand to the south of the site. There is an Irish Water water supply on site with connections off the main road. 3.0 WATER SUPPLY REC E I V E D : 2 1 / 0 9 / 2 0 2 6 The surface water network will be designed and arranged in accordance with the requirements of the GDSDS and the GDRC in conjunction with “Recommendations for Site Development Works for Housing Areas” (current edition) published by the (DOEHLG). Cognisance has also been taken of the recommendations contained within the Building Regulations Part H – Drainage and Waste Water Disposal. The SUDs mechanisms outlined within this report have been designed for a 1 in 100 year return period storm, as required by GDSDS “Regional Drainage Policies Vol 2 New Development”. Collectively the SuDS mechanisms have been designed to ensure that no flooding will occur within the site up to the 30 year return period storm, as well as being able to deal with events up to a 1 in 100 year return period storm. The surface water network will be laid as a separate system and drains will be laid such as to minimise the risk of misconnections. The surface water run-off from the roof areas and the car park will be collected by the proposed drainage network and diverted to a new filter drain to the north before connecting to the site drainage. 4.0 SURFACE WATER REC E I V E D : 2 1 / 0 9 / 2 0 2 6 The foul water network will be designed and arranged in accordance with the requirements of the GDSDS and the GDRC in conjunction with “Recommendations for Site Development Works for Housing Areas” (current edition) published by the (DOEHLG). Cognisance has also been taken of the recommendations contained within the Building Regulations Part H – Drainage and Waste Water Disposal. The Guidelines published by Irish Water will also be followed, although an Irish Water connection is not required. The foul water network will be laid as a separate system and drains will be laid such as to minimise the risk of misconnections. It is proposed that the foul water discharge from the site will drain by gravity to the existing onsite foul network before connecting to the existing on site wastewater treatment system. A report on this system and percolation area confirms there is sufficient capacity within the existing wastewater treatment unit facility for the proposed development. The existing foul sewer layout is shown on DFK Drg.
