Received Doc. - FI Response letter Registered Office: Stantec Ireland Limited, 1 Galway Business Park, Dangan, Galway, H91 A3EF Registered in Ireland Number 377118 Stantec Ireland Limited 5th Floor Jervis House Jervis Street Dublin 1 D01 E3W9 Ireland 17 September 2026 Project/File: DB/326304024/511/004 Monaghan County Council Catherine Toner, Planning Department, Monaghan County Council, 1 Dublin Street, Monaghan. H18 X982 Reference: Response to additional information for the proposed 98 Avenue Wastewater Pumping Station and associated Wastewater Network Upgrade Project in Clones, Co. Monaghan (26/60277) Dear Ms Toner, Stantec Ireland submitted a planning application for the upgrade of the existing 98 Avenue Wastewater Pumping Station (WwPS) at Clones in Co. Monaghan on 2 July 2026 – Reference No.: 26/60277. On 25 August 2026, Monaghan County Council requested additional information on two issues, to enable a decision to be made. This letter is submitted in response to Monaghan County Council's Additional Information Request . The additional information does not alter the nature, scale, location or fundamental design of the proposed development. It provides clarification of the proposed access visibility, the retained SW004 discharge arrangement, emergency storage, monitoring and the existing hydrological connection. On that basis, the applicant considers that the information does not constitute significant additional data for the purposes of the Planning and Development Regulations 2001, as amended. Additional Information Request 1: From Monaghan County Council The Applicant has submitted a Site Layout Plan showing a new vehicular access onto the Local Tertiary Road (cul-de-sac), however no information with regard to visibility splays have been included. It is noted that onto a Cul-de-sac road, visibility splays of 35m x 2.4m x 1.05m are required in accordance with Section 15.23 of Monaghan County Development Plan 2025-2031. In this regard, the applicant is requested to submit: a) A revised Site Layout Plan (1:500 scale) indicating how a clear and unobstructed visibility splay of 35m can be achieved at the proposed entry/exit point onto the cul-de-sac in a southerly direction. i. The required visibility splays should be provided from a point in the centre of the entrance, 2.4 metres from the road edge at a height of 1.05 metre to 2.0 metres above ground level. Sight distances to be measures to the nearest road edge in both directions. The submitted revised site layout plan should demonstrate all necessary site work, including the extent of the front boundary REC E I V E D : 2 2 / 0 9 / 2 0 2 6 17 September 2026 Page 2 of 11 Reference: DB/326304024/511/004 hedge and trees which would be required to be removed/trimmed, re-grading of side banks etc to achieve the required sight distances. ii. Where the sight distances are not achievable within the applicant’s ownership, the applicant should submit Legal Agreements with adjoining landowners giving their consent to allow re - locating of obstruction impeding on the visibility splays, removal of their hedgerow and hedges trimmed regularly to provide the required sight distance. The Legal Agreement and accompanying Maps shall be signed by the landowner, the applicant and witnessed by a Solicitor in accordance with exact wording of Appendix 13 of Monaghan County Development Plan 2025- 2031. Stantec Response a) (i) The information on visibility splays was provided within the original application, i.e. Drawing No. J1601-COF-01-WW-DR-Z-4226_P01 - Proposed Entrance Sightlines, which contained details to demonstrate that the new access would achieve the visibility splays outlined in Design Manual for Urban Roads and Streets (DMURS). Notwithstanding, an amended version of this drawing is submitted to address this Additional Information request item, and the relevant visibility splay details have been revised, as requested, to reflect the requirements contained in Section 15.23 of the Monaghan County Development Plan (MCDP) 2025-2031. Table 1: Applied Visibility Standards in accordance with Section 15.23 of the MCDP 2025-2031 Road Category Design Speed (km/hr) Y Distance (m) X Set Back Distance (m) Eye Height / Object Height (m) Cul-De-Sac 42 35 2.4 1.05 – 2.0m Refer to Drawing No. J1601-COF-01-WW-DR-Z-4226_P02 within Appendix A, which shows the required visibility splays of 35m x 2.4m x 1.05m in accordance with Section 15.23 of Monaghan County Development Plan 2025-2031. Note the scale of drawing No. J1601-COF-01-WW-DR-Z-4226_P02 has been amended to 1:500 scale as requested. The 35m Y-distance has been measured to the nearside edge of the existing trafficked carriageway in accordance with Section 15.23 of the Monaghan County Development Plan 2025 –2031. A grey reference line, labelled 'Edge of Roadway', has been added to the revised Drawing No. J1601-COF-01-WW-DR-Z- 4226_P02, which represents the geometrical continuation of the existing nearside carriageway/kerb alignment and is not reliant on the construction of a new footpath. The dra wing has been annotated accordingly to distinguish the existing footpath from the existing road edge used for the visibility assessment. The proposed access is positioned at/adjacent to the termination of the cul -de-sac. Consequently, approaching vehicular traffic arises from the southerly direction only. On this basis, a sight distance of 35m in a southerly direction, measured from the proposed WwPS entrance to the nearside edge of the existing trafficked carriageway, can be achieved without requiring REC E I V E D : 2 2 / 0 9 / 2 0 2 6 17 September 2026 Page 3 of 11 Reference: DB/326304024/511/004 removal or trimming of existing boundary vegetation, alteration of the boundary wall, or regrading of banks on lands outside the applicant’s control. The proposed bollards have a maximum height of 0.75 m and are located along an access road which falls away from the proposed entrance. As such, the bollards will remain below the required visibility height range of 1.05 m to 2.0 m above the adjoining carr iageway and access surface levels and will not obstruct the required sightlines. a) (ii) The full visibility splay lies within lands included in the application site and the adjoining public road corridor under the control of Monaghan County Council and does not rely on the removal or alteration of features on privately owned third-party land. Accordingly, a legal agreement under Appendix 13 of the County Development Plan is not required. The extent of the visibility splay and the relevant land -control boundaries are shown on Drawing No. J1601-COF-01-WW-DR-Z-4226_P02. A letter of landowner consent from Monaghan County Council is submitted within the original application. Additional Information Request 2 From Monaghan County Council The proposed development is considered insufficient in terms of the environmental information provided. In this regard, the applicant is requested to: a) Submit a fully completed water protection checklist. b) Confirm if stormwater overflow emission point TPEFF2400D0206SW004 will be decommissioned or retained as part of the proposed development. c) Provide details of any proposed overflow to waters associated with the replacement pump station to include the discharge location and discharge route to nearby surface waters. Details shall be sufficient to demonstrate that the proposed development will not negatively impact on the receiving watercourse. d) Provide details of future monitoring to be carried out on any storm overflow emission point to waters. e) Submit a revised site layout plan clearly showing i. The route of any proposed overflow to adjacent waters ii. The location of any proposed overflow and the hydrological connection to receiving waters. iii. The receiving waters. Stantec Response Please note that appropriate details were provided within the original application. These details are reconfirmed below to provide additional clarification and to respond fully to the Additional Information Request. a) The applicable sections of the Water Protection Plan Checklist have been completed as requested. Refer to the checklist within Appendix B. Refer to Drawing No. J1601-COF-01-WW-DR-Z-4231_P01 for the Proposed Site Drainage Plan. A comparison of the existing and proposed surface-water runoff characteristics is provided in Appendix C, REC E I V E D : 2 2 / 0 9 / 2 0 2 6 17 September 2026 Page 4 of 11 Reference: DB/326304024/511/004 with reference to Drawing Nos. J1601-COF-01-WW-DR-Z-4230_P01 and J1601-COF-01-WW-DR-Z- 4231_P01. The 'Surface Water Drainage Calculations' document submitted with the original planning application (see P13, document no. 10051153-24022026-RYH-CAL-4202-S01-P01), indicates that surface-water runoff will be managed through the use of permeable areas and a filter drain. Appendix C provides a comparison of the existing and proposed surface-water runoff characteristics. The assessment identifies an existing effective contributing area of approximately 293.37m² and a proposed effective contributing area of approximately 184.78m², representing a reduction of approximately 37%. Under equivalent rainfall conditions, the proposed development is therefore expected to generate a lower potential surface-water runoff rate than the existing site arrangement. b) Stormwater overflow emission point TPEFF2400D0206SW004 is an existing stormwater overflow (Licence Code SW004) and will be retained as part of the proposed development. No works are planned at TPEFF2400D0206SW004. c) The existing WwPS will be decommissioned as an operational pumping station, with the existing wet well chamber retained and repurposed as an overflow chamber. The existing WwPS arrangement includes stormwater overflow emission point TPEFF2400D0206SW004, w hich discharges to an unnamed tributary of the Legarhill River. The unnamed tributary of the Legarhill River runs parallel to the N54 roadway. The stormwater overflow emission point of TPEFF2400D0206SW004 is under the bridge at the junction of Regional Road R183 and National Road N54. The discharge location coordinates are ING Coordinates: E 250356, N 325962; ITM Coordinates: X 650302, Y 825978. Refer to Table 2 for SW004 details. Table 2: SW004 Details EDEN Code Licence Code Discharge Location Stormwater overflow location Name of Receiving Water WFD Code Receiving Water TPEFF2400D0206SW004 SW004 ING: E 250356, N 325962 ITM: X 650302, Y 825978 Under the bridge at the junction of Regional Road R183 and National Road N54 Unnamed tributary of the Legarhill River GBNI1NW363602097 The proposed development will retain the existing licensed SW004 discharge location and will not create a new discharge point or a new hydrological pathway to surface waters. Under the existing arrangement, excess flows may reach SW004 once the available c apacity of the wet well and associated chambers is exceeded. The existing arrangement does not provide dedicated emergency storage. These overflow events are not currently monitored. REC E I V E D : 2 2 / 0 9 / 2 0 2 6 17 September 2026 Page 5 of 11 Reference: DB/326304024/511/004 The proposed pumping station will provide approximately 232m³ (232,000 litres) of dedicated emergency storage. This storage capacity will be utilised before flows can reach the repurposed existing wet well and the retained SW004 overflow route. This will provide a significant increase and improvement in the level of emergency storage available within the wastewater network. The proposed development is designed such that the emergency tank will be fully utilised before any spill events occur at the existing SW004. If the proposed emergency storage capacity is exhausted, any additional flows will gravitate towards the overflow associated with the existing wet well chamber, which will be repurposed as an overflow chamber, before discharging to the unnamed tributary of the Legarhill River. Relative to the existing arrangement, under which no dedicated emergency storage is available, the provision of approximately 232m³ of dedicated storage will delay the commencement of any overflow and provide additional containment capacity. The proposal therefore represents an improvement to the existing network and is expected to reduce the likelihood, frequency and volume of discharges through SW004 relative to the existing arrangement. As the discharge location and hydrological pathway will remain unchanged and additional storage will be provided upstream of SW004, the proposed development represents an improvement over the existing configuration and is not expected to result in additional adverse effects on the receiving watercourse. d) It is proposed that a non-contact level sensor will be installed within the existing wet well chamber, which will be repurposed as an overflow chamber. The sensor will be configured against the SW004 overflow threshold and connected to Uisce Éireann’s tele metry system. Where the overflow threshold is reached, the system will automatically record and transmit the event start time, cessation time and duration. This will provide network operators with an auditable record of overflow occurrences, allowing the frequency and duration of overflow events to be monitored over time. The provision of automated overflow monitoring will also facilitate the identification of any recurring or abnormal operational conditions and support timely investigation and remedial action where required. The proposed monitoring arrangement therefore represents an improvement on the existing arrangement, where overflow events are not currently monitored, and will provide greater visibility of the performance of the wastewater network and the frequency of discharges via the stormwater overflow. e) Refer to revised site layout plan Drawing No. J1601-COF-01-WW-DR-Z-4228_P01 within Appendix A. i. The route from the proposed emergency storage tank to the retained SW004 overflow pipe and discharge point is shown on Drawing No. J1601-COF-01-WW-DR-Z-4228_P01. In this drawing, the existing (and to be retained) SW004 route is indicated by a blue dashed line. The proposed emergency overflow line from the proposed new WwPS to SW004 is indicated by a solid cyan line. ii. The existing (and to be retained) SW004 discharge location and its hydrological connection to the receiving water are shown on the drawing. There are no proposed works at the existing discharge point of SW004 in the unnamed tributary of the Legarhill River. iii. The receiving water is an unnamed tributary of the Legarhill River. REC E I V E D : 2 2 / 0 9 / 2 0 2 6 17 September 2026 Page 6 of 11 Reference: DB/326304024/511/004 Conclusion This letter, together with the enclosed additional and revised information and the information submitted initially with the planning pack, provides Monaghan County Council with relevant details to address the request for further information and to determine the application. Access visibility Updated Drawing No. J1601-COF-01-WW-DR-Z-4226_P02 demonstrates a 35m visibility splay from a 2.4m setback in the southerly direction. The horizontal and vertical assessments demonstrate that the proposed 0.75m-high bollards will not obstruct the required visibility envelope. No removal of boundary features or reliance on private third-party land is required. Water Protection Plan Checklist The applicable sections of the prescribed Water Protection Plan Checklist have been completed and are included in Appendix B. SW004 and emergency storage The existing SW004 emission point, TPEFF2400D0206SW004, will be retained and no works are proposed at the SW004 discharge point. No new discharge point or hydrological pathway is proposed. In accordance with Uisce Éireann’s standards, approximately 232m³ of dedicated emergency storage will be provided upstream of the retained overflow route, equivalent to approximately six hours o f storage based on the projected 2045 DWF. Receiving water and monitoring The existing (and to be retained) SW004 route discharges to an unnamed tributary of the Legarhill River approximately 139m from the proposed new WwPS development. The proposed development includes a new non-contact level sensor connected to the network operator’s telemetry system. The system will record the start time, cessation time and duration of overflow events . Drawings 4228_P01 and 4229_P01 identify the overflow route, discharge location, receiving water and watercourse proximity. The proposed development is consistent with the principles of proper planning and sustainable development of the area. We trust that you will find everything in order. It is separate from the assessment of the retained SW004 wastewater-network overflow, which is addressed through the proposed 232m³ emergency-storage arrangement and monitoring provisions. The effective contributing area has been calculated by multiplying each surface area by its associated runoff coefficient (A × C) and summing the results for the site. Existing Site Drainage Assessment: Refer to the Existing Site Drainage Plan, Drawing No. J1601-COF-01-WW-DR-Z-4230_P01. The proposed drainage strategy incorporates permeable surfacing and landscaped areas to reduce surface-water runoff. Surface type Area; A (m2) Runoff Coefficient; C Effective contributing area (m2) Proposed Permeable Asphalt 226.75 0.30 68.03 Proposed concrete washdown area draining to foul wastewater system 2.25 N/A 0.00 Proposed Concrete Screed 18.34 1.00 18.34 Proposed Grass Area 322.50 0.22 70.95 Proposed Hedgerow Area 90.51 0.20 18.10 Proposed Kiosk Concrete Plinths Area 9.36 1.00 9.36 Sum 669.71 Total 184.78 Note: The 2.25m² concrete washdown area drains to the new wet well and foul wastewater system and does not form part of the surface-water catchment. It has therefore been assigned an effective contributing area of 0.00m² for this surface-water runoff comparison. The adopted runoff coefficient of 0.30 for permeable asphalt conservatively allows for reduced long-term permeability. The existing site has an effective contributing area of approximately 293.37m², whereas the proposed development will have an effective contributing area of approximately 184.78m². This represents a reduction of approximately 37% in the effective contributing area. Accordingly, under equivalent rainfall REC E I V E D : 2 2 / 0 9 / 2 0 2 6 17 September 2026 Page 11 of 11 Reference: DB/326304024/511/004 conditions, the proposed development is expected to generate a lower potential surface-water runoff rate than the existing site arrangement. Any reduction in permeable ground arising from the proposed below -ground structures and associated concrete surfaces will be mitigated through the use of permeable surfacing, landscaped areas and the proposed filter drain. Refer to P13, Surface Water Drainage Calculations, for further details. REC E I V E D : 2 2 / 0 9 / 2 0 2 6
