ADDITIONAL INFORMATION
1. Planning Authority considers that insufficient information has been submitted with the application to
properly assess the effect of the proposed development on the existing road infrastructure in the
vicinity of the application site. In this regard, the applicant is requested to submit the following;
a. An independent Traffic and Transport Assessment for the proposed development, carried out
by a qualified professional. The assessment must include the following information:
i. The existing road network, traffic conditions and traffic count data at the location of
the proposed entrance
ii. The capacity of the current road network
iii. The volume of trips generated from the development, calculate using TRICS or
similarly approved method
iv. Impact of the generated traffic presently including junction capacity calculation
v. Impact of the generated traffic in the current year, +15 years including junction
capacity calculations.
2. The proposed development is considered insufficient in terms of the environmental information
provided. In this regard, the applicant is requested to:
a. Submit a fully completed Water Protection Plan checklist.
b. Submit a Confirmation of Feasibility from Uisce Éireann confirming that Clones Wastewater
Treatment Plant has capacity to accept the hydraulic and organic loading arising from the
proposed development.
c. Submit a revised site layout plan, scale 1:500, demonstrating the following:
i. All surface/storm water drainage systems (outlined in blue).
ii. The directional flow of all surface water pipelines.
iii. All associated discharge points and outfalls.
iv. Proposed nature-based solutions for surface water.
v. All foul water drainage systems (outlined in red).
d. Submit a Construction and Environmental Management Plan (CEMP) for agreement. This plan
shall be sufficient to demonstrate that adequate measures will be in place for the construction
phase to ensure there is no discharge of polluting matter/sediment laden waters to any
waters. The Construction and Environmental Management Plan shall take account of best
practice and the guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection
of Fisheries during Construction Works in and Adjacent to Waters 2016” and shall include the
identification of potential pathways to the groundwater aquifer and the River Shambles. The
CEMP shall be prepared by a suitably qualified person and shall include the location details of
the monitoring points where daily visual checks and where appropriate, weekly surface water
monitoring (physical & chemical parameters) shall be carried out.
3. Taking account of the further information requested above, the Planning Authority note that the red
line is around the proposed structure only. Given that the access onto the public road and any
additional drainage proposed would be outside the current red line boundary of the application site,
the applicant is requested to update the red line boundary of the application site to reflect the
applicants land ownership.
This would constitute Significant Further Information. In accordance with Article 35 of the Planning
and Development Regulations 2001 (as amended), the Applicant shall:
a. Revise the Site Notice indicating ‘Significant Further Information/Revised Plans, as
appropriate’
b. Erect revised Site Notice on site
c. Revise the Press Notice indicating ‘Significant Further Information/Revised Plans, as
