The Monaghan County Development Plan 2025-2031 must contain objec ves and policies on a wide range of
important topics. These topics are set out as headings below to assist in making a submission. A number of ques ons
are also posed under each of these topic headings to encourage you to think about these topics and to assist you
with making sugges ons on what the key issues facing County Monaghan over the future plan period are and how

Monaghan County Council should continue to coordinate and assist the agricultural sector to deal with the
emerging issues by seeking to have the anaerobic digester in place as soon as possible.
There are some good models of cooperation between farmers/landowners and experts in the environment
sector. The council should use all efforts to facilitate and expand this work.

Monaghan County Council should examine presentations made to the Housing, Social and Cultural S.P.C. Over
the last few years and make the necessary adjustments to facilitate these new approaches to housing provision :
Older Peoples’ Village and Housing Co-operatives.
To encourage the efficient use of public utilities, we should proactively provide serviced sites in each town and
village.
Proactively address the vacancy and dereliction in our towns and villages, using all of the schemes and
legislation available to the council.
To cater for all housing needs of our citizens, the council should pursue the provision of Social Housing,
Affordable Purchase Housing and Serviced Sites.

Remove the ‘local needs’ requirement surrounding Clones. Recent Census indicates that the population
decrease of the last 40 years has been stalled and reversed.
Proactively take back the power of the Council to build Social and Affordable houses in our towns and villages

The council can can take a ‘whole council’ approach, where all sections are raising awareness of, and promoting
environmentally friendly actions by all our citizens.

The roll-out of fibre optic broadband over the next few years opens up new opportunities for Inovation and new
online enterprises.
Monaghan should prepare for more remote/hybrid working practices.
Develop further the Tourism product in the county. Promote the use of the Ulster Canal as a flagship tourism
attraction. Collaborate with Waterways Ireland, Tourism Ireland and other agencies and departments to maximise
resources for development.

The Eastern Bypass of Clones should be reviewed. There is little prospect of it materialising in the foreseeable
future and it is causing difficulty for landowners by hindering development. The line of the proposal could be
straightened or moved closer to the town.
There is a need for a western/northern bypass to facilitate St Tiernach’s Park and that end of town.
Ensure that there’s a recycling facility convenient to all population centres.

Investigate the concept of ‘Community Wealth Building’ and use the Council’s strengths to facilitate its
implementation. Consult with Dublin City Council and others who are developing CWB to ensure maximum
community benefits from public and private investments in our county.
