Introduction A number of different topics relevant to the preparation of the Monaghan County Development Plan 2025- 2031 are set out below. In order to stimulate comments a number of pertinent questions relating to each topic are set out under each topic heading. Housing in all towns, villages and community settlements. 2, 3 and 4 bed housing is generally catered for by developer. Special needs housing should be built by local Authority as it is expensive to build. Social housing is good in all areas, the balance is to know I think a tree planting support in all areas of public spaces and areas hard to maintain and manage such as road margins. Heritage buildings should have a small coloured plaque to identify for the public to embrace what is heritage and why its worth preserving. it promotes conversation and Less emphasis on half acre sites, small lawns. However if there is no support for developers for private housing the social housing will be the only developement in Monaghan to inform and identify the area through maps or storny boards at the various locations. influences for others to follow. Protection and water quality is about taking responsibility, we need 5 Q7 Economic Activity • What key drivers, strengths or competitive advantages can be harnessed to increase economic growth in the County? • How can land use planning best facilitate sustainable economic development? • In which ways should the development plan underpin and support new work practices and patterns? • Should indigenous town centre retail activities be protected? • How can small-scale enterprise, including rural and agriculture based enterprise, be encouraged and supported through land use planning? • How can the development plan ensure the sustainable expansion of the tourism offering of County Monaghan? Q8 Infrastructure and Services How can the use of public transport, cycling and walking be encouraged? How can we ensure that sufficient water and drainage facilities are available to accommodate the growth in housing, industry, employment, etc, to 2031? Where should we facilitate mobile communication structures while ensuring a modern mobile telecommunication network throughout the County? What policies should we have for waste and recycling? We need to recognise this and promote our city as a suitable location to live and provide the transport links to suitable roads for buses to the various locations. This then brings population back to towns to support our retail sectors. Suitable road networks for cars and buses must be complete to the major towns of throughout the town with low traffic speeds for children to commute to schools and others and all locations where we want the public to visit, e.g. sports centres, schools, Churches, Shopping areas. We are unique in the location close to the border in Ulster but only 50 minutes from Dublin airport and 60 minutes from city. Whether we understand that we are a notional suburb of the larger cities on the east coast. Our youth commute to third level education, our health centres/hospitals are Dundalk, Drogheda and Dublin. Cycle lanes should be devleoped on all road margins to engage in physical activity. Develop bike racks throughout the town in public areas 6 Q9 Community Services / Facilities Are there any facilities, amenities or type of development that the County is missing and which you believe are important? How can existing educational, sport and recreational facilities be protected and improved? What can the new County Development Plan do to promote social inclusion? Are there sufficient education and training opportunities in the County? Is there a need to improve public and rural transport services? Encourage pre-school development at sports parks where parking access and space can be provided. up grade facilities. Develop cross county cycle parks on public lands. Develop lake shore as community areas. Shortfall in open space standards. Removal of creche facilities within a development of over 70 houses. Creches should be located in an area of ease of access and outside of estates e.g. sports gounds. Encourage greenways, lake environments to be developed as recreational areas, caravan and camping parks throughout the county. Over shop development as a single occupancy not multiple units may help. In relation to sight distance agreements, these are very onerous on the Grantor, and Grantors are refusing to sign. Agreement should be amended to remove: "Removal and setting back of hedgerows, fences, walls, pillars, or poles" or as indicated on the site plan attached. Not enough community facilities. There is an issue with the precentage of social to private developments the balance should be sought to encourage private development to those who wish to reside in Monaghan.
